Azerbaijan's Finance Ministry projects consolidated budget revenue of 52.7 billion manats (about $31 billion) in 2030, up 17.1% on 2026, in its medium-term expenditure framework for 2027 to 2030, Trend reported on 16 October 2026. The document assumes an oil price of $65 a barrel for the whole period.
The same framework earmarks 13.2 billion manats (about $7.76 billion at 1.70 manats to the dollar, the central bank's official rate) from the state budget for the reconstruction of Karabakh and the East Zangezur economic region over 2027 to 2030, Report.az reported on 16 October 2026. That is 24.1% of total capital spending, according to the ministry figures it cited.
Trend gives consolidated budget revenue of 47.6 billion manats (about $28 billion) for 2027, up 5.8% on the approved 2026 level, rising to 52.7 billion manats in 2030. That implies a 2026 base of about 45.0 billion manats and, by CBJ's arithmetic, average nominal growth of about 4% a year to 2030. The resource envelope is 50.4 billion manats in 2027 and 53.1 billion manats by 2030.

Revenue from outside oil and gas is set to reach 28.3 billion manats (about $16.6 billion) in 2030, or 69.8% of state budget revenue, up 9.3 percentage points from 2027, Trend reported. Azernews, which also reported the framework on 16 October, described the outlook as oil prices staying above $65 in 2027.
The 24.1% share also lets us estimate the scale of capital spending. Dividing 13.2 billion manats by 24.1% gives about 54.8 billion manats of total capital spending across the four years. This is a CBJ calculation from two rounded figures, not a number published by the ministry. Capital spending also matters for growth this year: public capital expenditure fell 23.8% in nominal terms in the first half of 2026, the World Bank's October country note says, one reason the bank cut its growth forecast to 1.2%.
The budget price sits far below current market quotes. Azernews reported on 16 October 2026 that Azeri Light, priced CIF at Italy's Augusta port, fell $5.10, or 4.1%, to $119.04 a barrel. The two numbers measure different things: a budget planning price is a deliberately cautious input, and a spot cargo price reflects current trading. Trend's weekly price review put the Azeri Light (CIF) average for 12 to 16 October at $123.79 a barrel. The World Bank expects this year's higher oil prices to raise Azerbaijan's fiscal surplus to about 4% of GDP, according to the same country note.
An earlier version, the medium-term budget framework the Finance Ministry released in April, gave the same $65 average export price for 2027 to 2030 and a GDP path from 139 billion manats at the end of 2027 to 166.9 billion manats in 2030, with the non-oil and gas share of GDP rising from 71.5% in 2025 to 81.8% in 2030, AZERTAC reported on 15 April 2026. AZERTAC attributed the $65 price to the Economy Ministry's March forecasts.
