Azerbaijan Inaugurates Khizi-Absheron Wind Plant — South Caucasus' Largest Wind Farm

Azerbaijan officially inaugurated the Khizi-Absheron Wind Power Plant in January 2026, marking a major milestone in the country's renewable energy transition. The facility is now the largest wind power installation in the South Caucasus region, adding significant clean generation capacity to Azerbaijan's grid as Baku accelerates its push to diversify domestic energy production and expand green electricity exports.

The launch of Khizi-Absheron builds directly on Azerbaijan's earlier flagship renewable projects. The 230-megawatt Garadagh Solar Power Plant, developed in partnership with Abu Dhabi's Masdar with $262 million in foreign investment, has already produced over one billion kilowatt-hours of electricity and saved more than 110 million cubic meters of natural gas since commissioning. Together, these projects represent the foundation of Azerbaijan's ambition to generate 30% of its electricity from renewables by 2030.

The wind plant is part of a broader national strategy under the 2022-2026 Socio-Economic Development Framework, which identifies renewables and logistics as priority diversification sectors alongside Azerbaijan's traditional hydrocarbon base. The government has partnered with international clean energy firms to develop additional capacity, with particular interest from Gulf investors. Trend.az covered the inauguration ceremony and technical specifications of the Khizi-Absheron facility in detail.

Internationally, the plant's inauguration coincides with the European Commission's 2026 meta-study on South Caucasus connectivity, which highlights Azerbaijan as one of the few regional actors capable of contributing to both Europe's short-term energy security needs and longer-term decarbonization goals. The planned Black Sea Submarine Cable would ultimately transmit up to 1,300 megawatts of renewable electricity to Southeastern Europe, with completion targeted for 2032.

For energy investors, the Khizi-Absheron inauguration signals that Azerbaijan's clean energy pipeline is moving from feasibility to operational reality at pace. Eurasianet notes that Masdar and other international partners are demonstrating large-scale renewable deployment in the Caspian region is both technically viable and commercially attractive.
