Romania has joined the regional green energy alliance comprising Azerbaijan, Georgia, Turkey, and Bulgaria, according to reporting by Trend news agency. The expanded grouping strengthens the institutional coalition underpinning the Black Sea Submarine Cable (BSSC) project, which aims to transmit renewable electricity from the South Caucasus to Southeastern Europe.
The 1,155-kilometer submarine cable project, once operational, will carry up to 1,300 megawatts of clean electricity across the Black Sea, connecting Azerbaijan and Georgia's rapidly growing renewable energy sector to Romanian and Hungarian consumers and onward into the broader European grid. The project received EU Project of Mutual Interest status in December 2025, unlocking access to European financing mechanisms and regulatory support, with full completion targeted for 2032.
Romania's accession to the alliance is significant on several levels. As a NATO and EU member with a Black Sea coastline, Romania provides a critical landfall point for the cable and a regulatory gateway into the EU energy market. Romanian energy infrastructure also connects to Central European grids, meaning the project has the potential to deliver Caspian green electricity as far west as Austria and Germany, markets already receiving Azerbaijani natural gas via the Trans Adriatic Pipeline since January 2026. For Azerbaijan and Georgia, the expanded alliance reinforces their shared strategic interest in positioning the South Caucasus as a clean energy export hub for Europe.
Private capital investment requirements for renewable energy development by South Caucasus countries participating in the BSSC project are conservatively estimated at over $1 billion, creating substantial opportunity for project finance and infrastructure investment across the generation, storage, transmission, and grid-balancing value chain.
